3Qs-sound FX, options window, layout mode

I have three questions as the topic suggests:

1. Are we able to modify sound effects in-game? I'd like to make the "tell" sound effect more noticeable.

2. Is there a slash command for opening the options window? I'd like to bind the standard options window to a keybinding, perhaps using a macro.

3. Lastly, is there a slash command for toggling the "layout" mode? I'd like to setup a macro/keybinding for this as well.

2. /togglewindow XMLSettings for this one(capitals important)

3. /togglelayoutmode should get you going there

Was /togglewindow XMLSettings disabled? I'm back from hiatus and trying to get my UI back up and running and this command is not working.

Yes /togglewindow was removed from the game several months ago. I know there was a fix found for XML logs, but not sure if it can be done via a slash command.
