Expand/Collapse doesnt work on Mod Upload

On the file upload page, i'm unable to expand/collapse the additional options, and rules and disclaimers boxes. Which meant I couldnt submit the Mod, and had to restart all over again after expanding them from the forums.

I just removed the collapseing feature because it really isnt needed in that area and could be a cause for confusion.

Thanks for the report, this is a bug on eq2interface and lotrointerface and no one has reported it. It only effects IE but still surprised I never got a report about it on the other sites.

Was doing it for me in Firefox btw But yep its fine now
