Okay, that is the first time i have heard of that one. When you set up your layout perhaps try typing in /uisave name (and replace name with what ever you would like.) Odd thing is, you should not have to go into layout mode to get the layout to work expecialy if you do your own save manually.
Though I am quite confused as to why this is happening. Everyone I know of that has had the offensive target off their screen has had no problems over all once they do the /uiload test.
Remember you can do the uisave manually as well.
1) Once the layout is the way you want it type in /uisave name (Name it what ever you like)
2) When you are back in game and if it still messes up again, type in /uiload name (Again, replace name with whatever you would like it to be.
A few things perhaps?
Are you saving your ui layout?
Are you camping or just exiting the game directly?
Are you by chance camping?
On a side note however, I did change the base location of the offensive target in this addition, so hopefully that will help all the new people trying it out.. or perhaps even you since you seem to be having this problem drag on for some odd reason. Well, let me know how it works out. If you are on Seradon you are welcome to contact me in game anytime. Especially since you are the first one that the test.txt has not helped.
Peace,
